Despite my distaste for Heth and the CPD, it WAS a result of overwhelming public support and Heth was elected by the Mega corporation's corporate Boards to the head of the State. Its not exactly like your process in the Federation, but its hardly an illegit take over (sadly, for legality and honor sake).
As for an unprovoked war. Some might consider the word of a certain Grand Admiral and the murder of hundreds of thousands of Caldari citizens and a prominent CEO enough to do the trick. This is true, the Federation effectively washed their hands of Noir when he did what he did, the fact remains however that the Caldari people were outraged by this and saw it was a racially motivated attack. In the aftermath, Caldari Prime burned with riots and the State reacted in retaliation by invading. Pilot Andreus has made it clear he doesn't care what anyone outside the Federation think in any case.

This is true though, it does sound convenient, but there was never any follow up from the Gallente Government on the possibility of Noir's motives as far as I can tell. There are certainly conspiracies that circulate around what happened, but I'm simply stating that in the eyes of the Caldari people and Megacorporations under the CPD (Which is most questionable) they saw it as reason enough to strike back at the Gallente. Was it right? no, I remember listening to Otro Gariushi address the nation after Heth's most famous speech about how the Gallente were to blame for the States problems.
Whatever the case, all hope for a peaceful resolution was destroyed with Gariushi-haan's death and the inflamed emotions of the people and State leadership was all that was left to burn out what was left of reason in the State. At the time, I remember being shocked and infuriated too, had I been someone else I may have supported a strike before the facts were clear.
